I like funny people who are clever: clever observations, clever plays on words... Weird Al and Rob Paravonian come to mind. It's hard to pick just one person.

I couldn't say who is the funniest but I've always found Chris Morris amusing.

Frasier still makes me chuckle even when hearing the re-runs Nth times over.
Yes, but not A PERSON per se.
Once the cast is assembled it becomes a tool for the funniest person in the form of the writer which writes the script for how the cast interACTS.
I'm not saying that Frasier isn't funny, I'm saying that Frasier isn't a PERSON; he's a character played by Kelsey Grammer as character-foiled by the ensemble cast.
To my mind persons who write and perform their own material better qualify as per the OP.
I'm thinking of people like stand-up comedians, comic actors, those gifted in musical comedy, etc.
Johnathan Swift is pretty damned funny as the author of a Modest Proposal, for example.
Though he's as dead as Rabelais so doesn't qualify for `is' as posed by Kali.
Mel Brooks is still around and he's made a bunch of funny stuff.
Woody Allen has made a shit load of funny stuff too ... and used to write the funny stuff for late night TV mouth pieces who got the credit.
Steve Martin used to sell out stadiums in the late 70's when he was doing stand-up.
Robin Williams used to crack me up; his comedic acting roles are still around: Mrs. Doubtfire, Good Morning Vietnam, etc.
Lewis Black can crack me up, and has on many occasions.
This are all persons as opposed to characters or ensemble casts.

^^^Kelsey Grammer in the role of Frasier IS the funniest Person in the world IMO. (I rarely laugh at the other actors on the show. To me, they are there to give Grammer his set-ups)
Stand-up comedians, comic actors, those gifted in musical comedy, are very often gifted by a writer in the shadows.
I understand it seems to vary from the query, but when has this lot ever worried too much about being in lock-step???
